Industry Partnerships in TVET: Best Practices from Malaysia and Singapore

Abstract

Best practices of industry collaboration models in Asian TVET ecosystems. Drawing on policy documents, institutional data and interviews with stakeholders, the study maps current practice, identifies gaps and proposes a practical framework for decision makers.

Methodology

A mixed-methods design combining document analysis, a regional survey of training providers and semi-structured interviews with policy makers and employers.

Key findings

• Clear governance and shared accountability improve outcomes.
• Industry co-investment increases relevance and graduate employment.
• Data systems remain the weakest link across most countries studied.

Recommendations

Policy makers should prioritise sustainable funding formulas, employer engagement incentives and investment in labour-market information systems.
