Terms of reference

What the council does

  • Sector directionAdvises on emerging trades, labour-market demand and where the Foundation should place its effort.
  • Policy submissionsReviews recommendations before they go to NSDA, BTEB or the relevant ministry.
  • PartnershipsOpens routes to industry, development partners and international organisations.
  • StandingAdvisory only — the council holds no voting right under Article 3.1.

How advisers are appointed

The Executive Committee invites advisers for a fixed term on the basis of their standing in the skills, technical education or employment sector. Appointments are recorded in the minutes and reported to the Annual General Meeting.

  • Invited by resolution of the Executive Committee
  • Serve without remuneration
  • May be invited to committee meetings as observers
